The cables connect to a slotted arm on each rear brake caliper that when pulled on, press the rear pads against the brake rotor. The arm is on a shaft inside the caliper that is known to bind up with age due to corrosion (rust). (The ones on my '96 CSE are, in fact, sticking and I have to replace the calipers.)

In your case, the cable could have broken, or the little ball on the end of the cable that goes into the slot on the arm could have somehow come out of the slot. The cable could also have come loose in the console. In there it passes around a curved guide and if it comes off the guide it can't put tension on the cable---no e-brake.

Start with look inside the console. There's a screw (beneath the brake lever, as I recall) that you can undo and pull off the part of the console the brake handle sticks through. Then you can see the front end of the cable. See if the cables are routed around the guide. If not, that's maybe the problem. There's not much room for fingers, but you can probably get the cable back under the guide. If you do this and pull up the handle does the e-brake work?

If not, next you need to get under the back end of the car, aft of the rear tire. The little slotted arm is toward the back of the brake caliper and should have the cable going to it. If not, see if the cable has simply slipped out. If the cable was off the guide up front it could easily come out of the arm. (Bear in mind that since you don't use your e-brake there may be enough corrosion on the shaft so the e-brake won't work or, like mine, doesn't always release all the way.)

If this doesn't fix it you'll have to dig deeper. But you don't have to remove the front seats. That's really just an option. From the directions I've seen here (in case I wind up doing it on my car) you would have to lift up some carpeting and maybe pull the rear seat (not hard). The difficult part is routing the new cable past the gas tank, which gets involved.

The cables are about $50 each from eEuroparts, as I recall. FWIW, Maine will check your e-brake at your next state inspection, so you'll need to do this sooner or later. Maybe you can work that timing into your budget.
