I did the head on my 98 last year. I replaced timing chain, among other things, but not the balance chain. I know many people say replace the chain after a lot of miles, but I just don't see why. Mine had about 150,000 miles and no wear to speak of. It measured the same length as the new one. Besides, have the work of taking off the front cover, balancer, etc. A fair amount more work than just the head.
