Open the hood, and remove the horizontal panel at the base of the windshield. In the center is the heater core/blower motor, which looks just like a big black plastic curved box. On the driver's side of the car (LHD), you'll see an electrical connector. When you remove it, you'll see a device with a bunch of wire coils - that's the resistor pack. It sits in the airflow of the fan.
There is a thermal fuse - a small metal cylinder that looks like an electrical diode. That fuse has blown open.
You have two choices - replace the thermal fuse, or jumper it. Now, jumpering the fuse isn't very responsible, because it does protect the system. However, you won't find that fuse at your local Radio Shack - the best you can do is mail order it. And you have to be very careful soldering it in, because being a thermal fuse, overheating it will cause it to fail open.
The other approach is to simply jumper the device - short it out. As noted, I can't recommend removing a protection device. But I know of many cars where this has been done with no harm.
