I agree with Ari on this one.
The thermal fuse on the blower motor resistor pack has opened up. When this happens the fan blower speed will only work on the high or "4" setting.
This has happened twice to my 1992 9000S since I have had it. It was blown when I got the car and the replacement one blew about two years after I put it in. After this we put a brand new blower motor in too.
On resistor number three right now, and it's still holding out.
I find that if you don't quickly turn the speed knob down to "0" from the "3" or "4" setting, or use the blower fan at a setting less than "2" these last longer. I haven't used "1" or "0" in my car.
This is really easy to change. It's located out the side of the fan blower housing underneath the aquarium cover.
If the blower motor in your 9000 hasn't been changed in a few years it might be time to look into replacing that as well. If the blower fan is worn, it could cause high current draw through the resistor causing the thermal fuse to open up.
