The resistor pack is in the airstream of the blower - it's used to cool them off. The lower the fan setting, the hotter the resistor pack gets. More of the power is dissipated in the resistor, less in the fan. So at the lowest fan speed, the pack gets the hottest. So yes, the fuse is more stressed at 1 than at 3. Counter-intuitive, but that's physics for you.
And yes, a draggy fan will pull more current, which heats up the resistors more.
