ISAT experience sought

I have an ISAT on loan from someone so that I could try to find out why my Aero won't communicate. Two different people have confirmed with ODB-II units that neither the ABS, ACC, or SRS controllers will talk, even though the connector has power. I'm testing with my CDE, on which which I have had an SRS light successfully cleared previously.
The problem is the ISAT appears to be broken. I can't get any characters to appear on the display. It does get power, because I see backlights on the keys and blocks for each of the characters in the display. A manual was included, but it doesn't have much information in it.
There is a socket for plugging a cartridge in, but no cartridge. I would like to know what that is for and if it one is needed for reading/clearing faults. I'm inclined to think that even if there was no cartidge, it should at least give some characters on the display, like "insert cartridge". And the ISAT has other functions, including multimeter, so it should power up and give a display just with the battery installed and not connected to the communication port.
Anyone?
