You are not including a Tech-II in that OBD-II statement, right? The Tech-II will talk to other items, even on pre-OBD-II cars, as the one he is working on it. My Tech-II would not communicate with any of the items associate with one of the two connectors, and yet as he stated it did receive power via that connector. Items on the *other* connector worked. I triple check my Tech-II by running in on my 1994 Aero (pre-OBD-II) and one of my 1992 9000CDTs, both cars communicated and I was able to read codes (and reset them too) via both of the connectors (a Black and a Green connector at the heels of the front right passenger as seated, behind a flap of carpet). The OBD-II car connection is a single connector under the steering wheels, approximately at the knees of the driver. This position is dictated by standards and you find it there on any vehicle model 1996 or newer.
The only other Saab I've ever experienced anything similar to this was a 9-3 that had a Stage-something upgraded ECU and the tester would not communicate and the owner said that he had also experienced this with another TECH-II and was not surprised.
