This happens with mine sometimes, especially if it's been sitting unused for a long time.
Often the thing that works for me is just to plug it in and let it stay plugged in for 30 minutes or so, just to wake it up. Just plug it in, no need to switch to the car's battery power.
Then after awhile, unplug it again, and then start the reading process from scratch. I do the following (after the ISAT has returned to sanity):
1. Plug ISAT in. Car battery off.
2. Wait for ISAT test screen, then display of ISAT functions menu
3. Turn battery to "run" position
4. Use whatever ISAT diagnostic tool
Possibly you are missing the chip, but mine has no nine-volt battery and I THINK you might look at it and think it's missing its chip too, but it does in fact have what it needs.
If you've connected an OBD II scanner, then you obviously have the OBD-style connector. Earlier 9000s had two separate connectors that are of a different (Saab proprietary) style, one green and one black. SRS and ACC are on one; Trionic, ABS and so forth on the other. I forget which.
No OBD reader will get access to SRS or ACC functions, and they can only get basic emissions-related data from the engine management system.
So, possibly your only problem is that the ISAT needs a little time plugged into the car to figure itself out. Try that and see if it begins to work.
If that fails, where are you located? I'm in New Haven, Connecticut. If you're nearby perhaps we could try it together, or use mine.
