That sounds like the two governor seals are gone. If it shifted and ran fine in 1, 2, 3 then acted funny in "D" like it was short shifting or not staying in 2nd or 3rd gear for very long, the fluid is jumping the two channels on the governor.
That is an easy fix on these transmissions. Take the side cover of the transmission off, take out the governor assembly and replace the 2 rubber seals on it and reassemble and top off the fluid.
Why did they "drop" the pan? There is no pan to remove on a ZF HP-18 Auto Gearbox!, just the filter access cover. There is the top cover that gives access to the valve body and the kick down cable.
