I was just talking this week with a guy I know in Ft Worth. Around the urban areas they tend to enforce the limits, he told me. It's more prevalent on the major north-south roads than east-west, due to volume.
He said east-west roads have 80 and 85 mph limits and it's not uncommon for the flow of traffic to be 90 or higher, even 100 in the emptiest stretches.
Haven't driven in TX in years so I don't know first hand, but I do know in AZ that I've gone past radar-running cops at 90 when the limit is 75 and they don't even blink.
It is generally very nice to drive out west.
