The CPS on the earlier cars is in an unfortunate location behind the harmonic balancer (front crank pulley), obviously off of one side of it. I was trying to find a picture of one, couldn't, and realized that I am not sure whether your car has one or not - I'm not that familiar with the Normally Aspirated cars of that era - perhaps someone else could chime in. If you find that you do need to replace that part, I seem to recall that it's expensive, but someone here has come up with an alternate part that can be spliced in - do a search.
Sam may also be correct about your car just not cooperating at high altitudes. The first time I drove through the Eisenhower Tunnel was in my long-gone 1971 Volvo 142S equipped with a pair of SU carburetors. At the top, the car would only go about 25 - 30 mph maximum, due to too rich of a mixture/too little oxygen. Perhaps your car has some hidden intake leaks, or the MAF is not responding properly to the thin air?
