Jeff- It sounds like you have a short somewhere in the wiring, if you are energizing the courtesy light in the passenger door, with the fuse out.
The central lock controller is located below the steering wheel on our american left hand drive cars. Pull the panel off (three plastic body rivets with phillips head screws) and the unit will be up in there, secured by a sliding 2 prong pin arrangement.
In my case the reflowing of solder did nothing to rectify the trouble.
Does anyone know the pin-outs of the connector to the central lock controller, so I can check for power there?
Or perhaps I should re-flow the entire board with a heat gun, in case its the traces themselves.....I just did the 12 contact points at the connector end of the board.
