wow, you must really be unlucky. while the 9000 auto climate control system is nowhere near as sophisticated as modern multi zone units, i've found them pretty reliable and really comfortable. our family has had 6 9000s and aside from the occasional bad interior temperature sensor, the systems have been relatively bullet proof.
of course, i'm sure that my luck is of absolutely no comfort to you whatsoever. if you have either a sensor or a solenoid that is shorting the ACC unit, it's going to be a bear to find. if you don't have access to another 9000 with the exact same system that would allow you to determine what components are good ones, and which are not, i'd bite the bullet, go to a saab dealer, and let them diagnose the problem. you could then fix it yourself.
another option might be converting to the non ACC system that was available on these cars. i don't know how plentiful they were, but i've run across an occasional unit in my trips to the junkyard. just a thought.
