I don't mean to sound too stupid, but on a '94 on up ACC, I believe pressing the ECON button disables the A/C compressor. Further, pressing the recirculate button will close off the outside air intake flap.
The problem you report suggests an ACC wiring or control head open circuit. Clean the ACC grounds, check the connector terminals, then substitute a known good ACC unit. Fleabay usually has several available at reasonable prices.
My '97 CS developed an open circuit between terminal 30 of the A/C relay and the dash fusebox- -"hot inna summer" in FL is an understatment.
