Bolt threads and the bottom of the bolt head (the surface that makes contact with the wheel) should be lubricated so you can set the torque accurately and to prevent rust.
I live where roads are rarely salted and smear on a little 5w40 synthetic motor oil. They loosen without much effort with a 25" breaker bar.
Probably the "correct" stuff to use is high temp anti-seize.
