What drives miles to empty on EDU?

The EDU on my daughter's '96 CS 5-speed seems to be reasonably close on miles per gallon, but the miles to empty (MTE) reading is waay off. As in showing 50+ miles left when the car runs out of gas. The low fuel light never comes on, even if the car is out of gas. We know this because she has run out of gas when there was apparently 50+ miles left to go.
So, it makes sense to get a used fuel/temp gauge to correct the low fuel light (changing the bulb is more work).
But what is driving the MTE numbers in the EDU? I thought it was tied to the MPG data that can be reset via the clock, but maybe it's something else. I don't think the ECU is involved because this problem existed with both the Stage 1 ECU that came with that car and the current ECU is known good with no issues (was swapped from my '96 to daughter's car).
