I think the MPG is derived from injector pulse-width data, rpm, vehicle speed and other calculations in the ECU - they figure out the consumption rate indirectly.
I think the Miles-to-empty is based on recent MPG and the indicated fuel level.
Since the low fuel light doesn't turn on - I'm guessing the fuel pump assembly isn't properly clocked in the tank, and the float gets hung up on the well. Its pretty easy to check, but fixing it involves loosening the big plastic ring, which doesn't always go too smoothly.
