Bill, attaching a bolt or nut "wet" will always have a higher attachment force than when dry. There is less resistance to the turning force applied and so the bolt or nut will spin down further before reaching the torque wrench setting. So a "wet" fastener will have a tendency to be overtorqued.
In Elaw's case, if he is getting anti-seize on the conical seat,this may be part of his problem, as well as some damage that we can't see in his pictures.
