Just did a fuel pump replacement three days ago.
There are two paths for 12 volts to reach the fuel pump. One with the ignition in the "On" position, and another during cranking and engine running. Disconnect the electrical connector at the fuel pump just under the inspection plate. As I remember there are four wires on the connector. One thin white wire delivers the voltage with the key "On." Turn the key on and check this wire for voltage. There is another wire that is heavier gauge that is two colors, red and some other color. Connect your volt meter to this wire and watch for voltage while cranking the engine. You should see voltage while cranking. If not, you are not getting voltage to the pump to run the engine. This would indicate a defective fuel system relay, or fuel pump relay.
The other problem you may have is a defective fuel pressure regulator. It is not allowing enough fuel pressure to reach the injectors. These fail occasionally and can be checked with a fuel pressure gauge.
