After replacing a fuel pump, a similar thing happened. Fuel gage read high and indicated there was 1/4 tank of fuel left when the tank was near empty.
Fix was to reseat the fuel pump in the tank. If the pump assembly is just lowered into the tank it can cock as it rests or catches on something toward the rear of the tank. The retaining ring can be installed even with the top of the pump assembly tilted up at the rear. Tilting the bottom of the pump assembly a bit towards the front of the car while lowering it down the last few inches will allow the top of the pump assembly to sit flat in the top of the tank.
