My nut and bolt was also very rusty, but with PB Blaster and a wire brush, the nut came off fine.
However, to answer your question, when I put the new strap on, the nut never did tighten all the way down. The strap and nut was very tight and there was still another 3/8 inch left to go.
So to answer the question, I think you are fine if you leave a quarter inch of nut and strap on the stud.
