This sounds more like a boost control problem. The boost gauge in the 9000 is mechanical, and if it's going up and down that means the actual boost pressure is going up and down. It could be your boost control valve is not working properly.
I'm assuming during this the cruise control is not in use? At least on my car, the cruise control tends to "hunt" a little all the time, and always has.
