One of my other cars is a 1989 Volvo 740T automatic (was my dad's, now my kid's). On the open road, it will get 25 MPG (which is higher than the EPA estimate!) but for short dashes around town it gets something like 14 MPG. This is somewhat in line with what you're seeing on your turbo 9000.
It's possible that the car is taking a long time to "warm up", or at least for the Engine Control Unit to see that it's warmed up through the information that it's getting from the coolant temperature sensor:
1. Does the temp needle move up to about "8:00" on the temperature gauge in what yuo consider a normal amount of time?
2. Do you have a Check Engine light illuminated? Turn the key to the "run" position, but don't start the car and look at the display in the center/bottom of the dashboard - the area near the PRNDL display on an automatic. If you have a flashing check engine light, one possibility is that the coolant temperature sensor has died - has happened on both of my 9000s and the Volvo 740T.
