The whine could be a few culprits. The ignition system is usually the number one culprit. The usually is a supression capcitor on older type distributor type ignitions that supresses the static induced by the high voltage. The newer ignition systems use a coil over plug thus usually reducing the running of high voltage though cap and wires , which could eventually leak. The other culprit is the alternator. The alternator basicly produces an A.C. voltage which is then rectified to D.C., the diodes in the rectifier could leak just enough to allow and A.C. noise to ride on the D.C. voltage or a bad ground to the alternator could be a problem also. Usually its a simple problem but sometimes a noise that wasn't present suddenly appears then something has usually changed. Usually the problem is a bad connection or a loose ground.
