First, it is always good to change the transmission fluid, if it has not been done for a while. You should change the transmission fluid every 15-20K miles.
Next, check the operation of the throttle kick-down cable. This is what I think Damian is talking about. On the throttle body, where the cable from the gas pedal goes, there is the kick-down cable. It is a cable running from the throttle body to the transmission. This tells the transmission how far you are pressing the throttle.
When you press the throttle hard-
The transmission will shift to a higher gear (3-4) at a higher speed
The transmission will downshift to a lower gear (4-3) sooner
If your foot is light on the throttle-
The transmission will shift to a higher gear at a lower speed
Make sure this kick-down cable is working properly - no kinks, no binding, nothing loose. Put a few drops of oil on the cable. The kick-down cable has an adjustment at the end - you can shorten or lengthen the cable. If the cable is shorter, it is the same as telling the transmission that you are pressing the gas pedal harder - so it will shift up (2-3, 3-4) at HIGHER speed. If the cable is longer, it won't move until you press the gas pedal more, and the transmission will shift up at a LOWER speed.
See if a fluid change, and putting oil on the cable helps. Next, try adjusting the kick-down cable a little to see if that helps.
Those are the cheap fixes. You may have a problem with the govenor seals in the transmission. If the seals leak, it affects the shift points. It might be a case of when the transmission is hot, things expand enought so the seals leak a little, but when the transmission is not hot, everything is OK. In traffic, the transmission is working harder, because you're shifting more and you get less airflow because the car in front is blocking. Cruising is very easy on the transmission, so it will cool off.
If you still have problems, see if you can find a transmission shop that can test the transmission pressure. There is a test port on the transmission. Have them drive the car hard, then check the pressure. This is one way to see if the govenor seals are leaking. Replacing govenor seals is not too hard, it can be done with the transmission in the car.
