It's been said, even recently I believe, many times, that hesitation and/or missing is often related to the ignition system. In particular, the spark plugs are one of the first things to check. Some people like Bosch, most people like and recommend the NGK BCP7EV for mild climates, something else for colder climates. (6ES?) If those are gapped properly, and look fine, time to start checking the other usual things. How long has it been since the distributor cap and rotor were replaced, do the contacts look very pitted or have a black/grey coating on them? How long has it been since the Bougicord spark plugs wires were changed, they don't last forever either (2 years for me was about the norm).
Then again...does this hesitation happen ONLY when the APC solenoid is unplugged? If so, leave it plugged in! :) I'm guessing that's not the case though, hence my suggestions.
Other things to check: clean out the throttle body with some intake cleaner (similar to carb cleaner (which would probably work) but specified as safe for FI cars). This made a pretty significant difference on my car in regards to throttle response, never having been done in the five years I have owned the car.
Those give you a few things to look at. It could be something more insidious, such as a failing ignition amplifier or hall-effect pickup inside the distributor....but as usual, check the cheap and simple things first!
