I seem to recall reading in the owner's manual that this is built into the design. When I open the sunroof (solid, not glass)on my 91 9kT 5-door, it stops at not-quite-full-open; then, after I've let up on the switch and pressed again, it opens the remaining inch or two of its travel. If this is the phenomenon you're talking about, it isn't a fault. It's just another Saab weirdness.
