'86 and '87 are oddities in the electrical world of the 9000.
All the relays, be they turn signal, headlight, wipers, etc, are on a panel located behind the glovebox. It's not as easy to get to as the '88 and newer, where some of the more commonly used fuses and relays are indeed on the left hand front wheel housing. However, I'm happy to say that on my '87, I've not once had the need to replace a relay, and my car has 252k miles on it.
To get to the relays/fuses, open the glovebox, and take off all visible screws around the edge of the opening. I forget if there are any under plastic/rubber covers, if so, take those off as well. The glovebox should then be able to be removed completely - take out the light and detach the wiring connectors first! It's not a bad idea to have disconnected the battery before you start this, as at the fusebox you will have plenty of opportunities to contact +12V. I don't remember if the relays are labeled, but I believe there is a printed diagram telling you which one is which.
The fuses, of course, are obviously labeled by the little door on top of the glovebox.
