Did you measure AT that fuse (#13) for power? If there is power there, that means there is not a short between that fuse and the ECU, or in the instruments or EDU. I'm betting for some reason, you do not have power at that fuse. It's possible that the female terminal which accepts the fuse has pushed through it's holder, and is not making contact with one or both end of the fuse (though generally, when you pull the fuse to check it, this is readily apparent). Do any of your instruments work? If this fuse doesn't have power, they shouldn't be working... If the instruments work, then the only other possibility would be that the power line to the ECU has been cut somewhere (but not shorted). Or, the power wire on the big plug that goes into the ECU, has pulled out or is not making contact for some reason...all of these are highly unlikely, but...
How did you determine that the ECU does not have power, did you remove it and then check for power at all the pins on the plug with the ignition turned on? Do you have a spare ECU that you can throw in to see if perhaps the other ECU has gone bad? This is also unlikely though..
