Well I just checked for power at that fuse with the ignition on. there was power to the fuse. But, There is not power to pin 18 when its on but when the ignition is off there is like 3-4 volts to it. Now Im even more stumped than before. There is power though to other pins, none of them are above like 6 volts though. The instruments do work so that is getting power. The reason that I think the ECU is not getting power is because on the No Start Checks for the 2.2 LH the first step they say is to check between ECU pin 18 and ground for battery voltage with key on, and ECU unplugged. and if there's no voltage to check fuse 22 which is actually fuse 13. Anyway thanks for all the help.
