I ruled out the VC gasket as it was <3 mos old and was still pliable. We had already replaced the vacuum lines. I did inspect the cams and the timing marks were 'offset' a bit. A previous mechanic 'adjusted the timing chain'. I told my friend that there is no 'adjustment' that it was self adjusting and showed him that he was 11mm on the adjuster and the chain was a bit loose anf the timing marks were not lined up properly. I did not think of the plate in the bottom of the dist being a possible cause. You are right, insightful as usual. When the chain was wound in, the timing set, it ran beautifully (215kmi). Base boost was a bit low. After that was adjusted, it would boost properly and idled smoothly. Previous to the timing chain, the idle did not act like a vacuum leak. (leak and then the FI computer trying to keep up with it with the AIC, etc.) the variation in the idle was a bit faster than what I have seen with a vacuum leak.
