Drive the car around to get it warm, then plug in a new fuse and let the car sit and idle. At some point the fan should kick on. If this immediately blows the fuse, then there is a problem with the fan (assuming you've got the right size fuse). If the fan runs for a bit, then the fuse blows, it still indicates a fan problem.
I'm not sure what the size of the fuse should be (it'll be in the owner's manual), but you can always pull the fuse out and bridge it with an ammeter. Just make sure the ammeter is sized to handle more than the rating of the fuse. It's reasonable for there to be a current spike when the fan first starts running (startup current), that then drops down to a lower reading as the fan gets up to speed.
Remember,the purpose of a fuse is to protect the wiring. If the load end of the wire were shorted to ground, the fuse is sized to blow INSTEAD of the wire melting and starting a fire. The fatter the wire, the bigger the fuse. In general, the wire is bigger to handle bigger loads. But if the fuse is 10 amps, that's not because the load takes 10 amps - it's because that's the maximum the wire can take and not get too hot. The size of the wire is set by how much current the load takes, and what an acceptable voltage drop is.
If that doesn't blow the fuse, start wiggling wires. You might have a short to ground.
It's possible that the fan is sticking, and it takes too much current to start up. Or you could have some frayed insulation where a wire has worn on metal, and you get an intermittent short to chassis.
