Check the FAQ's. This is a common problem on Saabs (and other cars). The problem is due to the thin layer of foam between the fabric and the headliner material. The foam breaks down, and the fabric sags. Leaks, like John's problem, make it worse, but it happens to cars that never had their headliner wet. Glue, injected or sprayed on, doesn't work well - either the fabric gets soaked with glue (looks horrible), or you end up gluing the foam to the headliner. As John notes, this lasts a very short time, because the foam is still disintegrating.
Some folks use upholstery tacks to hold the headliner up. Doesn't look great, but it works. Letting the fabric sag accelerates the problem.
The fix is to have the headliner fabric replaced. This involves removing the headliner assembly, and putting new fabric on. You can do it yourself - folks have, and it takes mostly care and patience. Fabric kits are available from folks like Cybertroll. Or you can bring it to an automotive upholstery shop.
