I found DC-4 at Grainger(.com), $8.72, 5.3 oz. tube, Grainger part #6Y765. Also, LPS-1 (and 2 and 3 and...).
I assume that the proper way to use DC-4 in electrical connections, since it is INSULATING, is NOT to get it on the surfaces that are supposed to make electrical contact, but instead to use it as a kind of filler/packer/wrapper around the connection to prevent future corrosion.
In other words, DC-4 is not a contact cleaner, but a connection preservative. You still have to do the hard work of cleaning/scraping the contacting surfaces. Then you want to get DC-4 to surround/envelop the joint without getting it on the contact surfaces. Right?
If so, for some kinds of connectors, I don't think it is possible to achieve this ideal. I guess you just have to pack DC-4 in and hope that when the connection is made, DC-4 is driven aside and good metal-to-metal contact is made.
