I agree with Zeke - don't mess with the wastegate actuator rod length until you know everything else is correct. The chances that the rod somehow changed length is pretty low. The chance that something else is bad is higher. Don't compensate for the fault - fix it.
If you're overboosting, you want to make sure the wastegate actuator moves. You should be able to move the rod in and out along the length - not much, but 1/4 to 1/2 inch or so. Feel the end at the turbo - there is a little pivoting arm. That arm should pivot some, and the linkage should be attached. Next, make sure the hose from the BPC solenoid to the wastegate actuator is OK - no leaks. Next, check the BPC solenoid. There are three hoses. With the car turned off (solenoid de-energized), you should be able to blow air through each of the three ports. If one of the ports is blocked (notably the one to the wastegate actuator), the solenoid has a problem. You can try and unstick it with WD-40 or carb cleaner, or just replace it ($$).
But find out what the problem is and fix it - don't just try and adjust it out with the wastegate actuator rod.
