wastegate actuator is intact. Remove the center hose from the APC valve
and try to suck on it, it should hold a vacuum. If not...you may have
found your problem.
I agree with Zeke and Ari about adjusting the rod. It probably is OK if
it is rusted in place. If you ever do need to get it adjusted, a stuby
10 mm wrench and a pair of needle nose vice grips will work. Apply liquid
wrench for a few days before moving it.
