The most common problem with the seat heaters is for the heating element to break. The most common break point is in the bottom cushion, on the front outer (door side) edge - that's the spot that gets the most abuse getting in and out.
There are some simple continuity checks you can do to isolate the problem, but chances are you'll end up at the seat cushion. You remove the seat (four large torx bolts) and lean it back. Undo the hooks on the underside to lift up the seat cover - you don't need to remove it, just get under it. The burn mark where the wire is broken is usually pretty obvious. Solder the wires back together, and you're good to go. I like to slip a half-inch of heat shrink tubing over the joint to help distribute the weight.

I usually repair a seat in my cars about once every three years or so. Chances are in your car the heaters have been broken for a while.
