The 9000, and some 900's have a temperature controller in the dash. There is a temperature sensor in the seat, and the controller will heat the seat to a specific temperature. Naturally, 0 is off, and 3 is hotter than 1.
What counts is the seat temperature, not the outside temperature. The controller only operates from the sensor in the seat. If the car has been sitting in the sun and the seat is hot, the heaters won't come on, no matter what the outside temperature is. Conversely, if the interior is cold and the seats cold-soaked, the heaters will come on no matter how hot it outside.
I don't know the temperature settings, but if the interior of the car is much over 80F, the seat heaters won't come on. But if the interior is in the 70's (F), and has been that way long enough for the seats to be cool throughout, then you will feel the seat heaters set a 3.
