First of all, does the fan switch on (or vary speed) when you press the switches on the panel? What about when you go down to "LO" setting, below 17C. If you can't control the fan manually, presumably something other than a sensor is the problem.
The dash-mounted interior temperature sensor seems to fail frequently. This is a square black grille in the switch panel just to the right of the ACC and radio. It contains a small fan and sometimes the motor fails, or works intermittently. You should be able to hear it running for minute or so after turning off the ACC - or just use a flashlight to see if it's whizzing round, or just twitching helplessly. When turned off, also check that it's clear of dust and fluff. Removing the sensor, if faulty, is easy if you pop out the ACC panel.
Finally, once again the Townsend site (see Sponsors) has a useful document with a systematic approach to troubleshooting the ACC. Having said which, surely you have a warranty when it comes to actually fixing the thing.
