Yeah, pretty much what you said. There are three hoses two big hoses carrying gas fumes, one small 'control' hose. The control hose opens the valve to draw off vapors from the tank and into the intake manifold.
In later years, the valve was controlled electronically.
If you disable the system, then the only place gas fumes have to go is into the air. The only purpose of the system is to reduce emissions due to fuel evaporation.
With no judgement comments about adding to air pollution and the avoidable sickness and death of countless people, animals, and the earth itself, (oops, sorry), if you're going to disconnect the system, plug BOTH the thin control hose from the throttle and the thick intake hose from the intake plenum. The thick hose can be an even bigger air leak, and with the valve in an unknown state, you can get leakage there. Also, the big hose likes to blow off the canister and create a nice, big leak.
Question - have you checked the valve, or just the control hose to it? The control hose (thin) could have a crack or split in it. Have you inspected it at the canister? Has it simply fallen off? I know the canister is a bear to get to, but if you remove the right front turn signal assembly, you can visually inspect it, and reattach hoses if necessary. I've seen the control hose crack off at the last 1/2 inch where it needs to expand to fit over the valve nipple. Cut off about 1 inch of hose, clean the valve nipple off, and put the hose back on.
