I second Ari's motion that you fix the problem- hydrocarbon emissions are easy to prevent and cause all sorts of problems, particularly smog generation. Ask anyone in LA.
If the valve is bad, replace it. You may have an solenoid (electric) valve or a simple check valve. The solenoid valve is kind of expensive, something like $75 from Sobstory, but I don't think that's what you have. Solenoid valves do not have diaphragms. If it is bad, it probably failed in the open position and will not close. My guess, though is you have a bad check valve (non-return valve). That should be very cheap to replace.
I don't think plugging the fuel tank vapor line will accomplish any reduction in emissions, incidently. When you fill the tank with gasoline, or when the fuel tank "breathes" as temperature rises, the vapors WILL escape through any microscopic leak point. Otherwise you might overpressure the fuel tank and crack it.
