find some one with an Aerospace Insert air drill, it would be small enough to get in there. These are less than 25 mm in thickness. (Some times referred to as a Pancake Drill) but best suggestion is get ready to remove the turbo and do it correctly- then you can be happy and forget it.
If you want to go that way I can rent you one for a deposit of $150.00 with proper step bits to get the job done.
