out of your exhaust by (and this is well documented) by running your car very rich, and a spark plug was placed at the tip of your exhaust. A little more richness via a manual choke and voila! flames out your exhaust.

I don't even wanna know WHY you want to do this (ok, i'm lying, tell me) but with a modern fuel injection setup there is no easy way to duplicate the old skool flame trick, at least as far as igniting a rich mixture.

The easiest way to do this? tell whoever you told that your car is sooo badass it has flames coming out of it that you were fulla crap ;)
