Bill I like your idea and it was mentioned to pre-torque the bushing while it was off the vehicle. It would be good to estimate the angle of the bushing housing to the control arm in its static state. Getting this orientation close would make the procedure more accurate.
I think what you were saying is that you believe the end cap of the bush contacts the inner metal tube when it is torque. If this were the case, the torque value wouldn't be critical and the joint would be relatively loose to radial swing. There isn't much force between the three components of the bushing. I always thought of this joint the same as the sway bar end link. When you toque those bushings they are reduced to nearly half their original height. By the time I got to this point of my job I was tired and don't remember for sure. The real way to do this is to get the extentions for your torque wrench! Good thoughts.
