The DI (direct ignition) has a feature where after the engine is shut off, it runs approximately 200 sparks through the plugs to clean them. That's the 'discharge' aero guy speaks of.
There is no 'charge up' time for the ignition. But turning the car ON for a few seconds before starting can make it start faster. Depending on the system used, the fuel pump will run for a few seconds, pressurizing the system. When you start the car, you've got full fuel pressure, and the engine starts easier. If you just go directly to cranking the engine, it takes a second or three for the fuel pump to fully pressurize the fuel system, and it may make it harder for the car to start immediately.
If your radio isn't getting any station (tuned between stations or out of range), the radio will grab onto any signal it can get, and your ignition system is the closest one around. So yes, it is reasonable to get some noise on your radio. The problem people try and eliminate is when they get ignition noise interfering with the radio station they're listening to. If you don't have any bothersome noise when you're listening to a station, you're fine. Tuned between stations, you'll pick up ignition noise and thunderstorms two states away. Don't sweat that.
