Excess blow by and low compression on No. 1 Cylinder

I have a 1989 Saab 9000 Turbo, the No.1 cylinder shows about 75 psi on a compression check and after adding a little oil while doing the compression test it come up to about 85 psi. I filled the cylinder with carb cleaner and the level never dropped it the cylinder, I also cranked the engine over by hand and the level never dropped. The car runs excellent with the exception of alot of pressure in the crank case which pushes oil out filler pipe and back through the line going to the inlet of the turbo. Head gasket is the suspected problem. Is this a common problem? the car has 170,000 miles. Please note that all vacume hoses good and the check valve is working properly.
