I just dealt with this issue a few weeks ago. I had to remove a broken end link (snapped off due to frozen lower bolt while trying to remove to do suspension work). Anyway, you are right, the link is forzen/rusted to the sway bar - there's a metal lining in the center of the bushing. I cut the broken end off with a hacksaw so that I could get some better leverage on it to turn it in order to break the piece loose, after trying without success to cut through the outer housing and rubber to remove a chunk and thereby free it. I finally managed to get the free end twisted away enough to get my floor jack on it and used the jack to lift/twist the free end which finally made the inner housing break free from the bar with a "pop".
You could just try liberal application of your favorite rust penetrant - WD40 didn't do much good there for me.
Installing a new one is fun too - I found it best to insert the link into the suspension arm and tighten it down as far a possible first while still getting the end of the top part on the sway bar, then a few hard whacks with a BFH (applied through a steel rod because of clearance issues) got it to pop on.
