do you mean the ACC would vary the speed or that the motor ran on high speed?(with the wire to the battery) If working normal this would indicate a problem in the fuse side circuit. If it came on full speed with the key off, your controler is shorted. Remember, the controller varies the current flow to ground from the motor bases on a 0 to 5 volt signal from the panel, and sends a signal back to indicate that the motor has responded(VOLTAGE DROPED ACROSS THE MOTOR ACCTUALLY).Make sure the heat sink on the controller was not touching anything, this will burn it up. Also You may want to check the current draw of your motor, it is possible it has a problem where it draws more than it should but not enough to blow the fuse.
