Is it the wheel bearing or the brakes? Opinions Please

My car is a 1991 9K CDT. Complete front brake pad and rotor change done in Feb. 1999. OEM pads were used.
Lately, I think I have been hearing a light grinding noise when turning right briskly into driveways and parking lots. I have been dismissing it as tire noise since I got a new set of tires three months ago. However, today I heard the typical "brake pad worn" grinding noise when braking hard on a downslope. Repeated the grinding noise immediately by braking hard again. Brakes have been feeling occasionally spongy for the last 4 weeks.
Question is: Can a bad wheel bearing make the grinding noise when braking hard in a straight line on a downslope? I acknowledge I have not pulled the wheels yet and measured the brake pads or done the wheel bearing rocking and spin examination. I will do that tomorrow and report more. In the meantime, I would preliminary opinions.
