Well, first, it's just that much more wear and tear on the fan motor, which is a fairly expensive part. Second, the fan doesn't need to run at highway speed because of the ram air effect (which, again, is just unnecessary wear on the motor if you run it all the time). Third, it really will take longer for the interior to heat up. Fourth, I'm pretty sure that a cold engine tends to pollute a whole lot more than one at normal operating temperature. Most important, though, is that you want the engine to heat up to normal operating temperature as quickly as possible. You get condensation from combustion byproducts in a cold engine, and some of those byproducts are pretty nasty. They thin the oil and they tend to be corrosive. Not good for any of the engine's wear surfaces. Also, cold oil flows poorly, so it's good to warm it up as soon as possible. So do yourself a favor and do your engine a favor and do the environment a favor and buy the twelve dollar part and put it in. It definitely serves a very good purpose. The object isn't just to keep the engine cool ... the real object is to regulate the engine's temperature at the optimum operating temperature. That's one of the advantages of an electric cooling fan.
